The jungle is having band tryouts and Penelope parrot wants to play percussion, but the animals and her parents tell her that birds aren't supposed to play percussion. Her band director, Eleanor Elephant, is the only one who believes in her and helps her become the best percussionist. Penelope's courage to change how that band is run inspires all the other animals to pick the instrument of their choice rather than the instrument that the status quo chose for them.
