Little William Bill is about to go to the House of Represenatives to be voted on. Little Will is nervous about the voting, so to comfort him, Mama Bill shares a family secret called "The Kissing Bill" to use when he is nervous or scared. "The Kissing Bill" is when Mama Bill kisses little Bill's hand, and everytime he is scared or nervous, he can put his hand to his cheek to remind him that his mom is there for him.
