Rowie was born and raised in Manila Philippines. She attended elementary and high school at St. Scholastica's College in Manila Philippines, majored in Psychology at the University of the Philippines, and obtained a graduate degree in Labor and Human Resources from The Ohio State University.

She and her family reside in Virginia.
