Dr. Alma Baxter was born in Fort Lauderdale, Florida. She holds several degrees: A Master of Arts with specifications in Early Childhood Education, an Educational Specialist Degree in Organizational Leadership, along with a Doctorate in Philosophy, with an Honorary Doctorate in Human Letters.
