The extent of pedagogical competence of Secondary School Teachers (SST) in the use of the computer-based instructional delivery system in the blended instruction approach was examined along with the areas of planning the lessons using downloadable learning materials, use of webinar platforms, conducting the actual class online, encouraging participation in class discussions, and evaluating learning outcomes, such as using Google Forms, scoring tests, recording test scores, and giving grades. It was revealed that the teachers are slightly competent in the use of computer-based instruction. This means that these SST need relevant in-service trainings that will cater to the demands of the new setup of the educational system, specifically both private and public schools in Pangasinan Division II and Schools Division Office of Urdaneta City.
