The Department of Education (DepED) is geared towards evidence-based decision-making from various education reforms or initiatives by promoting and strengthening the culture of research in basic education. It is in this premise that DepED Order No. 16, s. 2017 known as Research Management Guidelines was formulated to provide guidance on managing research initiatives in national, regional, schools division and school levels. This issuance guides all employees in all governance levels in the conduct of action and basic researches.

Dr. Halili was born on July 9, 1979 to Cresenciano C. Halili and Herminigilda S. Cudia. He finished his elementary education at San Pablo Bata Elementary School in 1991 and graduated as with Honors and secondary education at Sto. Tomas High School in 1995 and graduated as with Honors. He took Bachelor of Science in Industrial Education major in Computer Education in 1995 at Nueva Ecija University of Science and Technology, Cabanatuan City, Nueva Ecija and graduated last 1999. During his college days, he was a member of Folkloric Performing Artist from 1995 – 1997, he also joined Gamma Sigma Pi Fraternity in 1995 and College Academic Honorific Society from 1995 – 1999. During his graduation he received the following Awards: Departmental Awardee and Outstanding Student Teacher.
